This is just an assumption but what if Shima is Lightning's spy since it is hinted that Lightning knows about the Illuminati's interest in yukio (thus the morinath contract) which no one else in the angelic legion clearly seem to know and he seems to be the type who is willing to lie and withhold information from the order if he considers it overall beneficial to the order at a later point (And it helps that Arthur would never question him). And it makes sense that mephisto wouldn't know about this since the order never really trusts him.
